I removed the "SAP Crystal Reports" and "SAP HANA Studio" tags from your question. Your question is about B1 reconfiguration and has little, if anything, to do with either of those products.

I had tody also this issue. For me it doesn't help to remove and install, again. We need to activate in HANA Database the scriptserver with:

If you are facing an issue to run the reconfiguration Wizard, the best approach to solve the issue in this case is perform a clean reinstall of SAP Business One Server Tools. Please follow the instructions of SAP Note 2538555 - How to Perform Clean Reinstall of SAP Business One, version for SAP HANA Server Components.
