Enabling Multiple Branches - Manage Item Cost Per Warehouse

Hi, We would like to use the feature "Multiple Branches". I selected Manage Inventory by Warehouse under General Setting. However, the Manage Item Cost Per Warehouse under System Initialization is not enabled. Can we still enable Multiple Branches?
