Dynamic Action IT0019 appearing as blank for rehires in same work contract

We have dynamic actions coded for when hiring in a Continuous FT/PT and Term FT/PT work contract. The dynamic action triggers infotype 0019, subtype 01 - Expiry of Probation Period. It works as intended except when doing a rehire of an employee in the same work contract as the previous one, the dynamic action appears blank (no subtype 01)

Not sure why this happens only when rehiring an employee in the same work contract as the previous one.

Is the current coding wrong? If so, is there a way to modify it or another one I can write up? I'm not understanding why the dynamic action would show up as a blank when doing a rehire in the same type of work contract as before.
