Downloading costs to WBEs belonging to the same project

We have a need to download costs from one WBE to another WBE both belonging to the same project with project profile: Investment Project .This is to be able to offload costs belonging to a lower level WBE to the parent WBE. We tried to create the settlement rule with object tipe WBS, but the ssystem give us this error: Settlement within project hierarchy is not possible.

To transfer costs, please use app Reassign Costs and Revenues.
