I have a question: If wildcards are added to the USR40 table, would they directly impact existing users in the system? For example,
if an existing user has a password with the newly added wildcards, would they be forced to change their password?

No, as any other changes to Security Policy Attributes resp. corresponding profile parameters which define password rules, this only takes influence on new passwords but never on existing ones.
