Hi Qiwei,
Negative stocks even when not allowed may occur due to delayed updates in the system. In order to correct this, you need just to reverse the goods issue and then post a new one.
In order to reverse the goods issue, you may need to set the system messages M7309 and M7310 temporarily to 'no message' in the transaction OMCQ.

Hi Qiwei,
If the customizing was set to not allow this negative stocks in the plant, the most probably cause was a delayed update in the system where the check if the negative stocks would occur was not performed correctly. Considering a different quantity than the actual stock quantities during the update.
It's hard to foresee situations like this, but one of the actions that help avoid this kind of issue is to never manually delete the lock entries that come from the update in SM12.
