Does Embedded Steampunk on-premise require BTP service key

We are investigating Embedded Steampunk on-premise in S/4Hana 2022 SP2. From Eclipse, there is an option for ABAP Cloud Project, is this embedded steampunk? When selected it prompts for a Service key. Is BTP required to use the Embedded Steampunk functionality on-premise?

For Working on Restful Application Programming model Embedded Steampunk in On-Premise please use "File -> New -> ABAP Project" in Eclipse, in this process you will directly use your onpremise system connection from your SAP Logon Pad.

When you want to use ABAP Environment on BTP then please use the following "File -> New -> ABAP Cloud Project", here you will be asked to create Service Key from BTP.
