I have searched high and low - and asked many SME's - and yet no one seems to know what/why the difference between 04 and A5 delivery blocks; why one is used vs. the other, why we need to have two dif ones, etc.
Check in client 000, you should only find some values (basically the first numeric ones) the other ones should have been created on your system. So this information is somewhere in your system documentation.
