Custom Pre-Condition for Workflow Parked Invoice as Complete

I have a request to add a Cost Center option in the Workflow for Parked Invoice as Complete pre-condition, start condition section.

I have created a new pre-condition with the name BAdI: Cost Center with custom logic in SWF_WORKFLOW_CONDITION_DEF.

but the option for BAdI: Cost Center does not yet exist and I read that it requires custom logic again with SWF_WORKFLOW_CONDITION_EVAL

I want to display something like a pop-up window (search help) like that

so that users can immediately choose. Can it be done like that? Thank You
