Create Outbound Delivery without Release when there is no inventory available for product

Hi SAP Community,

We are running some tests in SAP Business ByDesign where we are following below steps:

0. Stock availability of Product in a Logistics Area is Zero

1. Create SO for above product and the ATP will be Red (Not Confirmed)

2. Force Confirm the Customer Demand and then Release the Demand

3. Check Delivery Proposals and click on Create Outbound Delivery without Release

4. We are getting Error as below:

Determination of source inventory failed for product
Error during warehouse request release
Error during goods issue; use Post Goods Issue
Error processing warehouse request; action not executed
Deletion of request ID not permitted
Inventory in logistics area not available
Action failed
Save failed; refresh list to perform further actions

Note:

But we are able to create the Outbound Delivery without release in some instances and in other instances we get error - even though we did not change the product, customer, ship-from, sales org, etc and both SO are similar.

Business Case:

The Customer will release Outbound only when the stock for product is available, but before that he needs to create a Outbound Delivery document without it being released.
