Create org structure at S4 Hana Public Cloud

Is there any way to create HR structure and Employees at S4H Public Cloud rather than the replication? Org unit , and positions and there relations with employees.

The creation of HR org structures depends on external replication / integration (for example SF employee central). Creation and maintenance of employees, in the other hand, can be done within SAP S/4HANA Cloud Edition via apps like "Manage Workforce", for example.

While replication from EC to S4H public cloud,  i can’t see the position and other org elements. So where i can see it in S4H ?
