Create billing document" not allowed (Sys. status Cost, object VB0060485503001000)

Not able to create tax credit memo for tax credit memo request.

The process i m following as follows:
1. With refrence to the Repair request invoice i m creating Tax credit memo request.
2.After removing all billing blocks, i m trying to create credit memo using VF01
3.but "Create billing document" not allowed (Sys. status Cost, object VB0060485503001000) " error is getting.
4. after checking system staus of line item it is set to :REL Cost

If you have authorization in va02, you can change the status to overcome from that issue.  But as a permanent solution, I believe, the error log is related to VPRS condition type which would be missing in the credit memo request.  Please check and correct it
