Are there any additional licenses that customers need to purchase in order to configure SSO?
The original contract did not require customers to have single sign-on.
No additional costs are required for SSO configurations to SAP S/4HANA Cloud systems. S/4HANA Cloud provides a free Cloud Identity Services which is where you will configure the SSO to SAP S/4HANA Cloud systems. The SSO config depends on multiple factors as per the customer landscape and requirements and depending on what type of SSO (iDP initiated, SAP Cloud system synced, Active Directory etc.) the stps will be different which is very well documented here - https://help.sap.com/docs/identity-authentication/identity-authentication/identity-authentication
