Cost Relevant when using non-valuated project stock and preliminary requisition for WBS

Hi,

When using non-valuated project stock and procurement type Preliminary requisition for WBS the cost relevant check box is grayed out and uncheck. Can this standard behavior be changed? I tried cost relevancy in BOM transfer profile and its not working. I heard this is standard, but curious if there is any other way to tick the check box or make it editable.
