Cost Center - "User responsible" and "Person responsible"

Regarding the "Cost Center" creation (using t-code KS01), I wish to understand the below points:

      - What is the difference between fields "User responsible" and "Person responsible"?

      - From a practical standpoint, with regards to any purchase request (for PO raised for goods purchase or "Fixed Asset" purchase) who will receive the approval request and who has the authority to approve the purchase request....

Hi,

Valid SAP user id required to update field 'user responsible' and this can be used for generating scheduled Cost Center reports. Mainly this is used in developments

'Person Responsible' field is freely defined field and is used for reporting purpose and person responsible need not be an SAP user and actually responsible for the cost center. He is responsible to explain the variance for the cost center
