The Determine Person Responsible configuration option is not available in the test tenant when using the implementation activity app but is in the customizing tenant

Please ensure the Business Catalog SAP_CA_BC_IC_LND_PP_MFGMD_PC is assigned to your username in the System involved otherwise the Determine Person Responsible configuration node won't appear in the implementation activity app
