Component Scrap as a unit rather than a %

Hi I would like to set up a scrap rule that is : for every batch or order I place 1 additional unit is added to the order for scrap/testing purposes.

I can see how to easily add it as a % .... but our order qtys vary sometimes we may only order 1 item (and will need in effect to order 2 (one for testing, one for actual use)

sometimes we may order 100 of these and will only need 101

If I were to use a % I could risk ordering more than I need.

Example : ordering 1 I would need a % of 100 %

but if I ordered 400 then I would end up with 800 - not 401 as needed..
