Communication Scenario SAP_COM_0177 missing

According to the setup instructions provided for scope item 4Q2 (https://me.sap.com/processnavigator/SolS/EARL_SolS-013/2308/SolP/4Q2?region=US) , the communication scenario SAP_COM_0177 needs to be configured. However, the communication scenario does not seem available in our system. Please provide information on how the communication scenario can be activated in our system, if possible.

Prerequisites
Configuring the SAP BTP Tenant

To configure the communication scenario, you must first have a configured SAP BTP tenant. Once you have a tenant, configure it by carrying out these steps:

• Add the integration package into your customer workspace. This integration package is published by your tax partner. See Add Integration Packages to the Customer Workspace.
  
  
• Configure the externalized parameters of each integration flow in the Integration Package. See Configure Externalized Parameters of an Integration Flow.
  
  
• Create and save the credentials used to connect to the tax partner system in the SAP Keystore service.
  
  
• Verify that the connection between the SAP BTP and the tax partner is working properly for each individual integration flow.
