Change Storage location for Free good line item in outbound delivery

Dear all

I have one problem when use free good in SAP need your help.

When I config Free good, in SO it work and appear free good line item that I define in VBN1 Tcode, then I created outbound delivery, I want PGI all item include free good item together, but in outbound delivery free good line item field storage location is grey out and can not change, i want to change other storage location defaut for this material. however I checked in SAP s4hana ver 1610, it' work okie. Please help me how to config or fix it.

1709 shows not relevant for picking, 1610 shows (relevant for picking) not yet picked.

Why are there 2 line items created? What are the item categories of each?

In 1709, line 20, do you have a storage location in the sales order? Please show the screenshot of sales order, line 20.
