Change delivery message determination

currently, the output type of outbound delivery (V2 application) is determined after the goods issue is posted.
I need it could be determined after the outbound delivery is created.
How I can change the settings?Thanks and regards.

In the Delivery Output Determination Procedure, routine 1 would have been assigned. Change it to 3 and test it
