cannot change ABAP program

This standard ABAP I cannot change even I change mode, Pls advise.

The line """"""""""""""""""""""""" means it's part of the Enhancement Framework. Precisely, it's a block defined at an Implicit Enhancement Option, which is here at the Beginning of Method.

1. Use this whirl button to switch to the Enhancement Editor:
   
2. Right-click on the line ENHANCEMENT to see all edit options (especially extension/enhancement options > change)

Note that here it's standard that you want to change.

Sorry, you will see the line "ENHANCEMENT", it's on that line that you must right-click.
