PI or physical inventory at the IM level is going to be by stock location no way to get around that requirement. Depending on your business process, you may want to evaluate WM - warehouse management, this will enable you to simplify the IM structure possibly down to a single stock location and simplify the number of physical inventory count documents created.

To implement WM or EWM for that matter just to simply storage location structure is killing a fly with a sledgehammer, is it not?
