Calculation logic of moving price

Dear experts,

May i know if you can help to explain me what's the calculation logic of moving price when not relevant for Settlement and material Price control is 'S'？

As per my understanding, if the material which is no movement in the current period, the material's PUP should EQ to last period's PUP, meanwhile the moving price should also be equal to last period's PUP. But in my system environment, I couldn't find a logic to calculate the exact price through the law of historical prices.
