Blocked Ship-to-Location and Stock Tranfer in 2408 Update Bydesign SAP Logistics

I have a few questions regarding the recent update allowing stock transfer orders to be created even when the ship-to locations are set to "Blocked":

1. Before this update, was it impossible to create stock transfer orders if the ship-to locations were set to "Blocked"?
2. What specific business scenarios or needs were anticipated when implementing this update?

You can now create stock transfer orders with ship-to locations that are blocked. When you save such an order, you get an alert that the ship-to location is blocked.

Thanks for your valuable questions! I have confirmed with the development team for your two questions.

1.  Yes, it was impossible to create stock transfer orders if the ship-to locations were set to "Blocked", before release 2408.
2.  Although Ship-to-location is blocked from planning perspective, there might have need for stock movement of the existing stocks. However, no planning activities will be possible if the ship-to-location is blocked for planning perspective.

I am unsure how to "Block" ship-to locations. Could you please provide step-by-step instructions, including the Workcenter and View I should use?
