Best practices for content server files

Hello Experts,

We have a P1 Content repository in our production content server.

What's the best practice in performing content server refresh if it's file system based?

Our content repository P1 is 1.5TB in size, this is too big to keep all of them in our Quality CS as it will consume space. Are there any options aside from copying the entire folder form prd to qas?

Is it safe if we will point the quality P1 ContRepRoot setting to the directory where our prod P1 contrep is specified? What possible impact will result from doing this method?

Note: Our content repository in Prod and Qas has the same name: P1
