I am new to this site, so bare with me if I am in the wrong area.
Is there currently a BSK code for the description of "Released with Restrictions"
from where did you pick the terms "BSK code" and "Released with Restrictions" ?
they are quite uncommon to me.
Batch status is a radio button in the batch master, and it can either be restricted or unrestricted.
And based on customizing settings you can control whether restricted stock can be used e.g. as consumption in rework. It is not possible to sell restricted batches.

the customizing that I mentioned is nothing more than the message attributes for message M7 665 Batch & has the status <restricted-use> in transaction OMCQ.

I think I know now to what you referred.
There is actually a field ZUSCH called status key in table MCHA.
And if you press F1 for this field in SE16, then you get even a help that says you can further define own status keys for a better distinction.
This ZUSCH field is hidden.
I actually referred to the visible status field ZUSTD, which can just be a X or blank, where X means restricted.
The Data dictionary actually says the field ZUSCH is inactive. I found an OSS note 617285 - Status key is not displayed which confirms it as well and explains that this key is not used in standard R/3 system.
