is availability check a mandatory requirement in OTC process?
It depends on the nature of Business you carry out. If you want to track your inventory from Sales perspective, you need to have ATP so that, depending upon the stock availability, delivery and billing will happen. On the other hand, if your Business is some sort of Service like deputing some man power, then, in that case, ATP is not required, as the billing would be order related billing with Billing Plan functionality
