Hello,
I find the information for attachments in S/4HANA Public Cloud very confusing. The use case is very simple: I want to attach a file (e.g. a PDF, DOCX, JPEG) to a business object (e.g. an invoice, an inbound delivery, a material).
1. Do I need to purchase an additional service for this on BTP (SAP DMS) or can I do this by default?
2. If I can do it by default, what is the total storage limitation? How can I extend it if necessary and at what cost?

I believe the Best Practice you are interested in is 22P (https://me.sap.com/processnavigator/SolS/EARL_SolS-013/2308/SolP/22P?region=DE)
I don't see that an additional license is needed to activate that best practice.
I believe creating attachments for business objects, if the business object supports attachments, is included in the core.
My understanding is the attachments are actually stored on the BTP without any additional action (there is a special section reserved for this).
The stored attachments are limited to 100MB each and I believe go against your subscription storage allocation. Your contract would spell out how much storage you have beyond what is included in the default subscription.
If you need to extend your data storage beyond what is included in the default subscription, you can discuss with your account team to add additional storage subscription.
