Please check the screen shot: 1, 2, 3 and 4 for the t-code 0KE5, OB22, 8KEM and 8KEP respectively. I think, i need to fix the EC-PCA controlling area setting first and then activate in 8KEP.

Yes you are right just maintain profit center valuation in OB22 for 2nd local currency

it should work.
