Assigning (NON-ASSIGNED) HU to Outbound Delivery

This is the scenario:

• HU are created for packaged/completed/weighed production
• These HU's will get assigned to the Outbound Delivery

However, we are looking for a simple transaction for a user to assign the HU to the delivery via a scanner gun. We cannot get HUPAST to work in assigning the non-assigned HU to the delivery. Can someone - confirm if this transaction can work. Or do we need to write a separate program ?

I am facing same challenge on SAP Public Cloud and expecting advise from SAP Experts. Is there any transaction through which we could assign, non-assigned HU to the outbound delivery?
