Alternative BOM as a component

I have to deal with inquiry from my client as below and I'm stuck with it. Please help me if you know.

Their finished product has multilevel BOM. Last level or any level can include a size-variable or configurable material. However they do not want to use Variant Configuration and I am trying to use alternative BOM for them.

For example:

1. Finished goods A, alternative BOM 1 has semi finished goods A1 and A2. 
Semi finished goods A1, alternative BOM 1 has raw material B1 and C1

2. Finished goods A, alternative BOM 2 has semi finished goods A1 and A2. 
Semi finished goods A1, alternative BOM 2 has raw material B2 and C1

My problem is, the last layer BOM (A1 in above example) has multiple BOM alternatives, but the next layer does not pickup no alternative other than alternative 1.

Please help me how to set up.

In summary, when working with multilevel BOMs containing alternative BOMs, the system will by default select alternatives 1 unless: a BOM Usage + Alternative Determination Rule is explicitly set, or a Production Version points to the correct alternative BOM.
 
Since your scenario involves a multilevel BOM structure and your lower-level (A1) has its own BOM alternatives, the system will not automatically inherit the parent-level BOM alternative selection.  In public cloud, this is designed to ensure consistent and predictable BOM explosion, especially when Variant Configuration is not active.
