In "Manage Workforce", is it possible to allow a user to only be able to update details about existing workers but not to be able to create a worker?
Request clarification before answering.
This is currently not possible.
There are a lot of customizations that can be done via "Manage Business Roles" app (Business catalog "SAP_BUM_BC_MNG_WORKFORCE*") to adapt how a user interacts with "Manage Workforce" app.
However, the "Write" access makes no distinction between changing an existing user of creating a new one. Therefore if a user is allowed to perform one of these operations, it will be able to perform both.
