Dear Consultant,
We want to activate Saudi Arabia in the second phase of the project. However, for the first phase, we only have the USA in our scope. After we set up and deploy the necessary organizational structure for the USA in the development system, can we add Saudi Arabia as a new country to the CBC later? (after deploying the current structure)
I looked through the KBA notes and SAP community but could not find a satisfactory answer.

In SAP Central Business Configuration, adding a Country/Region to the Scope is a supported Self-Service activity, meaning it can be performed directly by the user.
To proceed with the Country/Region addition, the Workspace must be in the “Scope and Organizational Structure” phase. If the Workspace is currently in the “Product-Specific Configuration” phase (after deploying the Workspace), the Define Scope app must be Reopened before continuing to the Country/Region addition.
