Activate costs of sold project and subcontracting

Hello,

We'd like to ask you a question about activation costs from a sale process with subcontracting flow.
Our client installs meters. It doesn't sell the meters but the a ten-year service contract that includes automatic remote meter reading and maintenance. 

The meters are installed by a subcontractor.

The meters belong to them during their all life and are considered as fixed assets.
