Achieving cost recovery standards in EPPM

I would like to implement the cost recovery method for revenue recognition in EPPM (Enterprise Project Portfolio Management).
However, there are only four revenue recognition keys available.

EPMCC -> at a point in time
EPMFC -> over time (input)
EPMFR -> over time (output)
EPMNC -> no revenue recognition

S4HC does not provide a standard revenue recognition key for the cost recovery method.
Please let me know the customization settings required to implement the cost recovery method.

It is not possible to create new Rev Rec Keys in S/4HANA Public cloud.  I am checking if there are BADIs available.  The Cost Recovery rev rec method seems more related to direct sales and not project work.

I found out there aren't BADIs available to modify rev rec in Public Cloud.

Dear Ken_Melching Thank you for your investigation and response. So, it seems that the Cost Recovery Method cannot be implemented in S4HC's EPPM, correct? In that case, is it possible to implement it in Professional Services?

The configuration for the rec rec keys is the same for both project types, Enterprise and Customer, so changes are not possible for either.
