Product compliance is important for various industries. Companies must adhere to regulations and global industry and company standards to be able to produce or sell a product in a country/region or transport it through various countries.
A product steward and regional experts must assess the compliance of products, often starting in the development phase of a product. They have to decide if a product can be sold or produced in or shipped through countries/regions for specific applications. They also specify if a safety data sheet is needed in certain countries or regions and in which languages the safety data sheet has to be provided.
Dangerous good experts classify products according to the applicable dangerous goods regulations. They also specify which regulations are applicable for certain counties and specific modes of transports and how dangerous goods data is processed checks in sales and delivery documents.
Whenever a company produces, sells, or transports a product, the company must ensure that the product meets all regulations: laws, industry standards, and company standards.
With Dangerous Goods Management, you can assess unpackaged and packaged dangerous goods, classify them according to dangerous goods regulations, and decide whether transportation of a product is allowed, allowed with restrictions, or forbidden.
Dangerous Goods Management also provides classification data for checks in sales and delivery processes for transport permissions on the dangerous goods involved. If the transport of dangerous goods by a particular mode of transport is forbidden in a specific country, the transport must be prevented. If transport is possible only under certain restrictions, a warning appears. If transport is forbidden, or the dangerous goods classification has not yet been assessed, the sales and delivery documents are blocked.
Now with the SAP S/4HANA Cloud 2005 release, and as part of the SAP content for Dangerous Goods Management, new content-based compliance requirements for the IMDG Code 2018, the CFR 49 as of Oct. 1st. 2019, and the UNRTDG 2019 (UN Model regulation) are delivered that contains information provided by these dangerous goods regulations to simplify the classification process for unpackaged products.
Note 1: IMDG Code or International Maritime Dangerous Goods Code is accepted by MSC (Maritime Safety Committee) as an international guideline to the safe transportation or shipment of dangerous goods or hazardous materials by water on vessel. IMDG Code is intended to protect crew members and to prevent marine pollution in the safe transportation of hazardous materials by vessel.
Note 2: In the United States, the shipment of dangerous goods (referred to as hazardous materials) are covered in DOT Title 49 CFR
Note 3: CFR Title 49 – Transportation is one of fifty titles comprising the United States Code of Federal Regulations (CFR). Title 49 is the principle set of rules and regulations (sometimes called administrative law) issued by the Departments of Transportation (DOT) and Homeland Security, federal agencies of the United States regarding transportation and transportation-related security.
Compliance Requirements in Dangerous Goods Management
A compliance requirement in Dangerous Goods Management contains data for a dangerous goods regulation, and depending on the compliance pattern, the compliance requirement contains different data.
Note 4: A compliance pattern in Dangerous Goods Management determines which dangerous goods information is contained in a compliance requirement. When you create a compliance requirement, you have to select a compliance pattern. Based on the selected compliance pattern, you can enter different sets of information for a dangerous goods regulation, such as basic data or more detailed information.
Note 5: Content-based compliance requirements are only delivered by SAP. A customer cannot create compliance requirements with this compliance pattern.
Our Delivery with SAP S/4HANA Cloud 2005
As part of the SAP content for Dangerous Goods Management, the following new content-based compliance requirements are delivered:
These compliance requirements contain detailed classification data for a UN number, such as packing group, proper shipping name, special provisions, and labeling information.
When classifying an unpackaged product using these content-based compliance requirements, you only select the applicable data set for the UN number and the other provided classification data is filled automatically into the corresponding fields in the apps for classifying unpackaged products according to one of these three dangerous goods regulations.

Whenever a company produces or sells a product, the company must ensure that the product meets all regulations: laws, industry standards, and company standards. Safety data sheets (SDSs) are a well-accepted and effective method for the provision of information to recipients of substances and mixtures.
The safety data sheet should provide comprehensive information about a substance or mixture for use in workplace chemical control regulatory frameworks. Both employers and workers use it as a source of information about hazards, including environmental hazards, and to obtain advice on safety precautions. The safety data sheet is product related and usually, in the absence of relevant attached exposure scenarios, unable to provide specific information that is relevant for any given workplace where the product may finally be used, although where products have specialized end uses the safety data sheet information may be more worker-specific. The information, therefore, enables the employer to develop an active program of worker protection measures, including training, which is specific to the individual workplace; and to consider any measures which may be necessary to protect the environment.
Managing First Aid Measures
First-aid measures are managed at the unpackaged product. When the product stewardship specialist assigns a compliance purpose to a product, the system assigns to the unpackaged product all compliance requirements that are assigned to the compliance purpose.
In order to manage first aid measures data for an unpackaged product, you have to perform the following preliminary steps:

When you create a compliance requirement, you have to select a compliance pattern. Based on the selected compliance pattern, you can enter different sets of information for a dangerous goods regulation, such as basic data or more detailed information.
- Before the release of SAP S/4HANA Cloud 2002, the compliance requirement was based on the Text-Based Regulation. In this case, the system was basically asking you to fill in all the Dangerous Goods texts that are needed manually in all languages. This was a writing approach, as you tape all information in the system, but the power was the integration in the shipping process to check if a shipment is allowed or not and to produce the correct dangerous goods information and documentation.
- Now with the SAP S/4HANA Cloud 2005 release, SAP introduces compliance requirements based on the Content-Based Regulation compliance pattern contains in addition nearly all information that the corresponding regulation provides for a UN number. SAP delivers the regulation completely with the software, and if the regulations become an update, SAP delivers the updated compliance requirements containing dangerous goods information.
Note 5: Content-based compliance requirements are only delivered by SAP. A customer cannot create compliance requirements with this compliance pattern.
Our Delivery with SAP S/4HANA Cloud 2005
As part of the SAP content for Dangerous Goods Management, the following new content-based compliance requirements are delivered:
- IMDG Code 2018: Compliance requirement with data from the International Maritime Code for Dangerous Goods regulation.
- CFR 49 as of Oct. 1st. 2019: Compliance requirement with data from Title 49 of the Code of Federal Regulations.
- UNRTDG 2019: Compliance requirement with data from the UN Model Regulations.
These compliance requirements contain detailed classification data for a UN number, such as packing group, proper shipping name, special provisions, and labeling information.

Product Safety: New SAP Fiori apps to maintain first-aid and physical-chemical data

In order to manage first aid measures data for an unpackaged product, you have to perform the following preliminary steps:
- Use the World First Aid Measures compliance requirement of type Policy delivered by SAP. This compliance requirement uses the First Aid Measures compliance pattern. You can find it in the Manage Compliance Requirements – Safety Data Sheets app.
- Activate the compliance requirement in the Activate Compliance Requirements - Safety Data Sheets app.
- Assign the compliance requirement to a compliance purpose in the Manage Compliance Purposes app. You can either create a new compliance purpose or assign the compliance requirement to an already existing one. Make sure that you activate the compliance purpose for further use.
- Select the unpackaged product whose first aid measures data you want to enter in the Manage Basic Compliance Data - Unpackaged Products app.
- Ensure that the selected unpackaged product has the compliance purpose you have created or maintained in the Manage Compliance Purposes app assigned.
- Navigate to View Compliance Assessments for this unpackaged product and then to Safety Data Sheet Assessments First Aid Measures Assessments. Select the first aid measures assessment entry. You will be navigated to the Manage First Aid Measures app, where you can enter the first aid measures data for this product.
