O que é a Portaria 195/2020?  

O governo português publicou a Portaria 195/2020 com os seguintes dois requisitos legais:  

  • Código QR:


As empresas são obrigadas a imprimir um código QR em documentos fiscais relevantes, na primeira ou na última página do documento. O código QR contém informações específicas solicitadas pelas autoridades fiscais.
Este requisito é válido a partir de janeiro de 2021.




  • ATCUD:


As empresas devem obter um novo código de validação de série e depois utilizá-lo para gerar o ATCUD, que é um código único atribuído a cada documento. O ATCUD é notificado no arquivo SAF-T. 
Este requisito foi agora adiado para janeiro de 2022 (Despacho 412/2020).

Para o código QR, fornecemos até o momento o seguinte:  

  • SAP ERP e SAP S/4HANA: Uma solução genérica está disponível para uso com seus próprios layouts de impressão (SAP Note 2981449, 2981450, and 2981451).


É importante ressaltar que a solução genérica não depende de país ou região e pode ser utilizada com o seu próprio código. Se você decidir reutilizar alguns objetos da solução de código QR para Portugal, conforme descrito no anexo da SAP Note 2981450, você precisará implementar também as SAP Notes subsequentes que serão entregues a partir de 9 de dezembro. Essas SAP Notes estão listadas na SAP Note 2981450.


Uma das SAP Notes que estão por vir entregará a solução para os tipos de fonte de documentos de faturamento SD (BILLING_DOCUMENT) e faturas (FI_ACCDOC).

QR Code and ATCUD for Portugal: Stay Tuned to the Latest Updates on Portaria 195/2020

Portaria 195/2020 is a hot topic for everyone doing business in Portugal and is definitely making the end of 2020 and beyond a challenging time for many of our customers.  

To help you navigate this legal change and stay informed about the latest updates, we’ll be publishing regular updates here on SAP Community.

What is Portaria 195/2020?

The Portuguese government published Portaria 195/2020 with the following two legal requirements: 

  • QR code: Companies are required to print a QR code in fiscally relevant documents, either on the first or last page of the document. The QR code contains specific information requested by the tax authorities.
    This requirement is valid as of January 2021.
     

  • ATCUD: Companies must obtain a new series validation code and then use it to generate the ATCUD, which is a unique code assigned to each document. The ATCUD is reported in the SAF-T file.
    This requirement has now been postponed to January 2022 (Despacho 412 for 2020).

What’s coming up? 

We’re monitoring the legal changes closely and will let you know if there’s any news and impact on the system through blog posts and publications in the Announcement of Legal Change app via SAP ONE Support Launchpad. You can filter by Portugal and Portaria to see all legal change announcements related to the legal change. 

For the QR code, we have delivered the following features so far:

  • SAP ERP and SAP S/4HANA: A generic solution is available to use with your own print layouts  (SAP Note 2981449, 2981450, and 2981451).


Note that the generic solution is country/region-independent and can be used with your own code. If you decide to reuse some objects from the QR code solution for Portugal, as explained in the cookbook attached to SAP Note 2981450, you also need to implement subsequent SAP Notes that will be released no earlier than December 9. These SAP Notes are listed in SAP Note 2981450.


One of these subsequent SAP Notes will deliver the QR code solution for the source types SD billing documents (BILLING_DOCUMENT) and FI invoices (FI_ACCDOC).




  • For helpful hints on implementing the QR code in Smart Forms, see SAP Knowledge Base Article 3003734.


You can expect to hear more about the following QR code features soon:

  • SAP ERP and SAP S/4HANA: Print layouts provided by SAP are being updated (no earlier than December 9).

  • SAP S/4HANA Cloud: Updated print layouts are planned as part of SAP S/4HANA Cloud 2011 (no earlier than December 15).

Thank you for sharing this information. Regarding the help and tips manual for generating qrcode in sapscripts and smartforms, has it already been made available? If so where can we find the document?

Hi Marta,

After implementing the notes, the QR code that I get has the wrong QR Code (in SIPT_INV) info regarding the VAT number because it includes the country prefix on the first two fields.

Example,

A:PT5031841*B:PT999999990

The A field is missing the last 2 digits because it should't have PT and B shoud't have PT.

I have some questions:

  1. According to our business the QR code must be printed also on DELIVERY NOTES.Is it also your information?

  2. We don´t print invoices, we send them per EDI. Is there any to-do in the EDI area?

Hi Marta,

 

Thanks for providing updates on the latest Note Release. We implemented all the related Notes mentioned in Sequence.

Unfortunately 54 & 55 are still not yet applicable for our system.

I have a question to ask, there are certain fields which are supposed to be taken from the SAF-T Data Eg Invoice Status, Invoice No, Invoice Type etc and print on the QR Code.

However the SAF-T file is generated once a month towards the End, which then updates the SAF-T Tables.

But Invoice gets generated throughout the Month everyday. While Invoice is generated, FORM print also gets trigerred BUT during that time SAF-T tables are not updated, nor we are getting any data in the SIPT prefilled Structure as mentioned in the Cookbook Page 12 which gets us the SAF-T related field values . Method MAP_OBJECT_PT has been checked already.

Cookbook Page 12 “This is not usually the case in the SAP print programs used in SD and FI. By using these print programs, the system already prefills the SIPT structures used for the Portuguese invoice layout, and the same format can be reused to call the QR code tool ”

Could you please help on this topic?

Yes, deliveries and all the fiscally relevant documents should have the QR Code (for example also the pro-forma, Debits and Credit Memos)

If you send your invoices by file, the QR Code is not necessary. Only if with the file you also send the PDF attached. In that case the PDF needs to have printed the QR Code

We are trying to implement the QR Code in our smartforms.

We have already implemented the following SAP Notes in this order:

2981449, 2981450, 2981451, 2986552, 2997273
Should I expect more notes from SAP to implement the QR Code in smartforms?

Hi,

 

As with most people, it seems, on here we are using smart forms for our outputs and I've been trying to use the standard form code as guidance to populate the structures required for the cl_rdsv_qrcode=>get_qrcode method. However, the output does not seem correct.

 

Do you have any idea on when we can expect the KBA on filling these structures and using the functionality in smart forms?

Hi Marta,

 

We are using custom form for PT invoices and the source type = BILLING_DOCUMENT. I have implemented all the required notes. In one of the methods SAP only uses 40 tags to print the QR code. Few are mandatory and few are optional. If only 40 tags can be printed then what is the use of SOURCE_OBJECT_PT which has many fields which are not used.

Can you please help as we have implemented the solution and confused of what needs to be on QR code.

according to AT communications all the fiscally relevant documents must be adjusted to insert the QR Code. Delivery documents are included in these documents, however i do not find any mention of them in any of the released notes.

Could you please provide us more detail about this issue? It is expected release new notes regarding this topic (delivery documents)?

But 2981455 seems to be not applicable ( cannot be implemented). Could you please advise on this topic?

In addition to that, do we have any documentations which explains how to use this objects? Could you please share it or let me know?

Are the invoices needed to have the QR code from the beginning at the first printing,

or can they be printed afterwards in a 2nd step with the QR code ?

I saw the note 3003734 has been release for smartforms; I tried to import the test smartforms but the  layout ZC_QRCODE_SMART is not included and not instructions about how to setup the qr code in SE73. For the second I can test using the instructions in related notes, but for the first where I do find it?

Ok I created the layout myself inserting the character code C1 linked to the qr code created in Se73; it seems work also if my patch leve is not to ECC 600 27 but 22.

I have implemented note 2981453.

From documentation in note 2981450 and from the implementations that I have seen, we must supply a GET_CONTENT_BY_OBJECT which means that we need to supply all the data from the document.

This is adding confusion and unnecessary work for the clients that have in house developments.

 

Is there a way and documentation on how we can supply only the document number, document type and year and the system would give us the QRCode?

try with the implementation for the smartforms, is based on the barcode and standard text so in theory also the sapscript could manage it.

Hello All,

 

Anyone already noticed that the generated QRCode seems to not be fulfilling all the mandatory generation parameters?

a) Taxa de Recuperação de Erro (ECC): “M”;
b) Tipo: Byte;
c) Pontos por módulo (Size): 2;
d) Versão: v=9 (valor mínimo);
e) Dimensões de imagem: mínimo 30x30 milímetros;
f) Margem de Segurança (Margin): 0,25 cm.



As you can see 1st and 3rd are similar (same pixel density, same ECC and specially same type "Byte"). SAP version it's much bigger (almost 70mm comparing to 42mm) and seems not to be using Byte type.

QR Code information is not reported in SAF-T file (e-fatura).

The QR Code is a information that you need to print individually in the documents, but that information is not reported in any report.

The official date published is still January 1st 2021, but some weeks ago it was approved by the Government to postpone the QR Code to January 2022.

We are just waiting for the official law to be publish, to also inform all the customers.

If this is not your case, you don´t need to implement it.
