is there any way i will get email notification regarding user lock / password failed due to unsuccessful login ?

if user doesn't login to sap from past 45 days automatically that user should get locked, and i should receive notification regarding this user ?

If using parameter login/password_max_idle_productive you inquired about on your other question, the user does not get locked. The users password becomes invalid and they are not able to log on. They receive a message on logon screen that says "Password was not used for a long period and therefore deactivated". Until their password is reset they will not be able to log on, but they are not locked.
