Hi Kanayo.
Regarding this you have to take help from Function /ABAPer help, to the basis part you have to lock the qas and prod systems not to allow any changes directly, any changes first they have to do in development and the change request to qas and prod systems.

Hi kannydan,
Generally the developer of the Functional Module guy after creating the new master data say a New Plant or a Shipping Unit, he/she captures in TR & then the change in TR can be moved to other systems in the Landscape. However after doing a mass change, all the details can be moved from one system-client to another system-client with a Client-copy
Thanks,
Kaushik

Kanayo,
It depends on the table and its attributes. With some tables, making a change in DEV will automatically trigger a transport; these are usually customizing settings. With others, it will not, but it is still possible to manually add table entries, or even the entire table, into a transport. Usually in these cases you will find a "Transport Entries" menu option when in SE16 and/or SM30. And with still others, the table may not allow transport of entries (usually these are application data, not master data).
Cheers,
Matt

This is definitely not my core area of expertise, but is this not what OKE6 is intended for?
Surely your functional CO consultant is aware of this transaction...
And, to be fair, it is not that big of a deal to upload the data per system (for S/4HANA all these objects are available in standard for file upload).
