Its controlled by the SAP Operations team. There is no intervention of Customer/Partner here in this cause.
Just a background:
As per each customer system landscape tenants are allocated by our operations team and hosted on system IDs ( Servers). Usually customers ( Development & Test) will be hosted on same system IDs and Production system are hosted on different system IDs. If the same lower patch solution exists in the other same customer test systems will be automatically updated with latest versions of Patch solutions during the Life cycle management process.
