Workcenter "Application and User Management" not visible

Hello Experts,

I try to upload mass data via XML file input in C4C. There is a short blog by Horst Schaude https://blogs.sap.com/2014/02/05/how-to-upload-mass-data-via-xml-file-input/ and a video by Jens Limbach https://www.youtube.com/watch?v=6urChut3q2I&list=PLAN4lvL4kFnh45xtdaBbDbxVLfITqQixH&hd=1

Finaly: In order to upload an XMLfile I need to go to “Application and User Management” -> “File Input”. However I don't have a workcenter “Application and User Management” although the workcenter is assigned to my user:

Now I wounder: Do I miss something? Or is this just an HTML5 workcenter? If yes, what do I need to do in FIORI?

With fiori UI "File Input" has been moved from "Application and User management" to. "Administrator" work center as shown:
