Let me answer your question one by one.
'Are promotions catalog aware?'
Yes, promotions are catalog aware. Depending on what module the promotion is deployed onto it is for staged or online products. So if your promotion is published on the promotion-module it is for the products in the Online catalog. If it is published on the promotion-preview-module it is for the Staged catalog. In the Backoffice you can go to Marketing -> Promotion modules and from that tab you can synchronize promotion-preview-module with promotion-module.
'Why there is a scope to add Staged catalog version products to promotion?'
It is only for filtering reasons. Products are added to promotion by their number and catalog version is determined by the module in which it is published.
'During synchronization do the promotions for staged products get applied to online version?'
No it does not. Synchronization of products has no effect on promotion module.
Some examples:
Promotion 1 (product from Staged catalog added, promotion published on promotion-module) -> promotion is active
Promotion 2 (product from Online catalog added, promotion published on promotion-previev-module) -> promotion not active
Promotion 3 (product from Staged catalog added, promotion published on promotion-preview-module, synchronized promotion-preview-module with promotion-module) -> promotion is active
And by active/not active I mean that you can trigger it from the storefront.
