Why changed configuration values in hac don't be applied to frontstore immediately?

If I change configuration values(got from local.properties) in HAC > Platform > Configuration In local develop environment, then changed values are applied immediateley.

But In Server environment, it needs to restart server to apply changed property values. (admin instance and front instance are separated, but they are using same database)

If customer, product, cms contents's fields are changed in Backoffice and they applied to frontstore immediately.

Whereas if property values was changed in hac, they didn't applied to frontstore immediately.

Could you please explain to me why it doesn't applied?

Most likely

build.development.mode=true on local and false on production.

If true, you can make those kind of changes and have them reflect instantly.
