Hi haeun_jang,

These restrictions are used to limit users from viewing/modifying the data in certain documents. (For example, you can restrict write access to a user for the Leads object to prevent that user from being able to make any changes in Leads).

If you add a line to the business action limit, you will be asked to select a business action. Can I make an item on the list?
