Good morning people.
I am having a problem when I am upgrading the version of SAP Business One 10 PL 02 to FP 2008 HF 1. The component wizard does not install the WebClient. The database version is SQL Server 2016.
Can someone help me?

Hi Alisson,
You would need to check the log files themselves as mentioned in the SAP Note. I suggest that you look for keywords in the log file non-casesensitively, such as "failed", "cannot", "error".
For example, if in the installation log the WebClient installation fails during binding with the service unit with a RuntimeException, then, you will see a Java error. In that case, make sure that no other JDK is installed on the system (or prioritized in the Environment variable Path) than the SAPJVM_8. Once done, try to repeat the installation.
Otherwise, proceed as per the instructions of the same note. Hope this helps.

Could you please check the logs and provide us with the errors/error messages (without customer relevant data)?
You may as well check these:
It could happen, that the Webclient service is not started after system reboot - therefore please try to start it using the instructions in SAP Note 2875511 - WebClient Service Not Starting Automatically
In case the issue would still persist, please attach the log files according to SAP Note
2897723 - Troubleshooting SAP Business One Web Client
Also please check if you are using the database instance NT trust registration - as described in SAP Note 2919964 - Web Client "refused to connect" when the SQL Database Instance Is Registered as NT Trust
