Unable to debug enhancement for custom recipient determinator for Workflow

Hi,

I have created enhancement in SDK to determine recipients through custom logic for Workflow(Email).

I had two queries.

1. If enhancement is created in SDK it should be visible under custom recipient determinator while configuring Workflow Rule, which is not happening

2. I am not able to debug the code in enhancement as it is not getting triggered when workflow is triggered. Is there some specific user whose breakpoint is to be set?

Please help with the query, thank you in advance.
