unable to create ticket against to maintenance plan run in c4c

Hi Experts,

I am new to c4c. when i am scheduling the maintenance plan run, system is not generating ticket.i have maintained same measurement attribute in RP and maintenance plan. the message is"Maintenance Plan 20 : No tickets created".

please help me in this scenario.
