Unable to create new dynamic business process using impex OR backoffice insert

I am running the below impex , however the process is not getting created in backend. Is there any other alternative to create it . The links in backoffice are all disabled for new dynamic process definition.

just tried to execute the below impex

You can try running the business process definition impex in legacy mode, to skip the validator interceptors from executing while running an impex.

The "code" field in the backoffice is disabled as the code is read from the XML (name attribute).
