Hi,
I had a similar issue previously. There are actually a number of different Mime types for HTML document depending how you created it.
If for e.g. you created a HTML document using Microsoft Word and saved it with file type .html then that is a different option in C4C.
Have a look at Mime Type Code 10082 and 10085 and check if you have them set to allowed.

You might have not allowed MIME Type code 10082 in Business Configuration.
