Hello,
Our sales business is more focused on the contact person than on the account. The account is merely for the finance department to send the invoice.
Each sales rep has its portfolio of contact persons and these contact persons can have a different address than their account. This customer wants to use the territory management functionality, but based on the address of the contact person. For instance, contact person A of account A is located in territory A and thus belongs to sales rep X and contact person B of account A is located in territory B and thus belongs to sales rep Y.
I need to assign the territory to the contact person,how can I do?

As per the standard the sale territory is not supported for contacts. Contacts inherit the access restriction from associated Accounts.
I am not sure about completely your use case, but on high level understanding, one alternative approach could be, you can create them as individual customer instead of contact. In this way you can utilize the territory logic. please check this option if this suits and let me know if you have any questions.
